Description

The new pan-European network service (NewPENS) is an ultra-resilient network led by EUROCONTROL, which will enhance the reliability and security of aviation data flows.

NewPENS provides a robust IP-based infrastructure for exchanging critical and common aeronautical information reliably, securely and safely in a cost-efficient way. It meets both current needs for the information exchange between air navigation service providers and other ATM stakeholders, as well as applications planned in the SESAR Programme, such as SWIM (System-Wide Information Management) which supports the effective exchanges of ATM information between the Operational Stakeholders for all data domains, ground-ground and air-ground, in a commonly understandable format.

As per the ICAO definition, SWIM comprises standards, infrastructure and governance enabling the management of information and its exchange between operational stakeholders via interoperable services. The operational stakeholders are collaborating to implement these components together such NewPENS, to facilitate the SWIM interoperability and interconnectivity at European level.

It will help reduce fragmentation and thus improve efficiency in the aviation transport system. The advantage of this approach would avoid multiple multilateral negotiations. Moreover, the communication cost will be optimised, enabling the European ATM network to be run more cost-efficiently.
